FACKGROUNQ The FOI A/ Local Public Document Room Branch within the Division-of Freedom of Information and Publications Services, Office of Administration, U.
S.
Nuclear Regulatory Commission (HRC),
is responelble for the overall establishment and maintenance af local public document rooms (LPDRs).
The FOIA/LPDR Branch recommends,
- develops, and implements
- programs, plans, objectives, and activities of local public document rooms, as well as coordinates the distribution cf documents to LPDRs.
The LPDR program provides scientific and technical information relating to nuclear power plants.
The document collections permit and encourage the f ree exchange of ideas and criticisms by the general public in the licensing of nuclear power plant conutruction and operation.
The LPDRs are located in libraries maintained by state / local governments, institutions of higher education and nonprofit organizatione (hereinafter, the " Cooperator") in the vicinity of proposed nuclear power plants.
The FOIA/LPDR Branch has established a cooperative agreement program to provide financial remuneration for services 4
performed oy the LPDRs and to insure that a uniform program of document maintenancrt and information services is provided for LPDR patrons.
2.
PERIOD OF PERFORMANCE a.
The period of performance hereunder shall commence on G - j ) - (/,Q and shall continue through 6- / l-73 unless sooner terminated or extended.
b.
The Cooperator and the NRC, by mutual agreement, may extend the period of performance through the execution i
of supplemental agreements to this cooperative agreement, not to exceed a total of five (S) years.
At the end of each year the Cooperator will be required to submit a cost proposal to the HRC for the following year.
3.
NRC RESPONSIBILITY The NRC anticipates that they will provide documents on a weekly basis to be added to each local public document room collection (collection).
NRC will provide all supplies necessary for maintaining collection, a User's Guide, filing instructions, etc.
Also, the HRC, when noti.fied by a' library, will promptly replace any documents found missing.from the collection.
NRC will periodically visit each library to review the collection, provide guidance and instructions-to 4.

MAINTENANCE AND OPERATION OF THE LPDR The Cooperator uhull perform the following services relative to~the maintenance and operation of the LPDRs Properly file microfiche /hardcopy documents received from a.
the NRC within one veek of receipt in accordance with the filing system provided by hhC.
To meet the particular needs of library patrons, this filing deadline may be.
extended upon the expressed approval of the LPDR Program Manager.
b.
Refile microfiche /hardcopy documents used by patrons within the next buuiness dsy.
c.
Prepare files, folders and lebels when necessary.
d.
Promptly file as well as display reference tools - and finding aids provided by HRC (such as the LPDR llotline toll free labels and uigns which identif y the collection) as instructed.
Maintain a file of explanatory and instructional material e.
sent to the LPDR library by the NRC.
f.
Documents in the collection are not allowed to. leave the.
LPDR library unless instructed to do ao by the FOIA/LPDR Branch, NRC.
g.
Work with the FOIA/LPDR Branch staff und-other Hf5C representatives, as necessary, to answer questions and provide information on trie svailability of documents and
- services, return documents sent in
- error, make arrangements for handling non-routine matters as they arise, such as Freedom of Information Act responses.
h.
Maintain the local public document room collection and NRC-furnished equipment as a
physically unified collection.

Report -promptly to the LFDR Program Manager-the identification of documents found or reported to be missing from the collection.

USER ASSISTANCE a.
Provides patrons with reference ast31s t a nce in locating _
documents and sufficient instructions to familiarize users with the filing system, the local public-document room-collections, the collection's reference tools.and finding aids, the indexing system used for microfiche and hardcopy records, and the une of all government f urnished equipment.

6.
ADMIi4ISTR ATIVE SERVICES Inaure that the NRC microfiche reader printer in in good u.
operating condition.
In the event the equipment requires repair or servicing, the library staff shall arran0e to have an authorined service representative estimate the coat of the repair needed on the equipment.
Before proceeding with n_ny_ repair, the cooperato chall receive authorization from the Project Officer by calling the toll free telephone number (800-638-8081).
After the repair is
- made, the invoice of charges should be forwarded for payment to the NRC in accordance with the instructiona (ATTACHMENT 1).
A copy of the signed work order abould be submitted to the Project Officer within one day of the repair.-
b.
Promptly inform the FOIA/LPDR Branch of the HRC, either by the-toll free telephone number (800-638-8081) or in w r i t i r.g, of problema regarding the use or maintenance of the collection.
7.
SPACE JREQUIREMENTji Provide the following:
a.
Adequate shelf or other filing cpace to maintain the collection.
I b.
Adequate space near the collection to locate the microfiche reader
- printer, the microfiche file cabinet (s),
and table and chairu.for patrona using the collection.
c.
Adequate reading space, lighting, heating and cooling, for usera to review the documenta in the collection.
8.
SUPPLY REQUIREMENTS The Cooperator shall maintain an adequate supply of the following itema marked with an "X"

((EPORTING REQUIJEMENTS.
a.
A quarterly performance report, utilizing the format au specified in Attachment 2 shall be submitted within 20 days after each quarter end to the addressees listed below.
For administrative purposes, it is requested that billing be made quarterly using Form 270, REQUEST FOR ADVANCE OR REIMBURSEMENT, or by using Cooperator's own letterhead voucher / invoice submitted simultaneously with this performance report.
