in recponcible for the overall establichment and maintenance of local public document rooma (LPORu).

The FOI A/LPDR Dranch recommends,

The LPDR program provideo acientific and technical inf ormation relating te nuclear power plantc.

The document collectiona and encourage the f ree exchange of ideas and criticicmu permit by the general public in the licenuing of nucleur power plant conutruction and operution.

The LPDRu are located in institutiona librariec maintained by ctate/ local governments, (hereinafter, of higher education and nonprofit organizationc the ' Cooperator") in the vicinity of propoced nuclear power plants.

The FOIA/LPDR Branch han establiched a cooperative agreement program to provide financial remuneration for nervicen performed by the LPDRu and to inuure that a uniform program of document maintenance and in f ormation cer*.*1ceci in provided for LPDR patrono.

HRC RESPONSIBILITY The NRC anticipatec that they will provide d o c,u me n t a on a weekly bacia to be added to each local public document room collection (collection).

HRC will prov1de all supplien a User's Guide, filing for maintaining collection, necesaary inatructions, etc.

Also, the HRC, when notified by a library, will promptly replace any documento found miasing from the collectiem NRC will periodically visit each library to review t h, collection, provide guidance and instructions to the library

M AIllTEll AllCE AND GPER ATIOff OF THE LPDR The Cooperator shall perform the following aerviceo relative to the maintenance and operation of the LPDRs Properly file microfiche /hardcopy documenta received from a.

To meet the particular needa of library patrona, thia filing deadline may be extended upon the expressed approval of the LPDR Program

Maintain a file of expinnatory and instructional material e.

Documenta in the collection are not allowed to leave the LPDR library unless inutructed to do ao by the FOI A/LPDR Branch, NRC.

Work with the FOIA/LPDR Branch staff a id other llRC representativea, as necessary, to answer questiona and provide information on the availability of d e9monta and

services, return documenta cent in

error, make arrangements for handling non-routine mattera as they arise, such as Freedom of Information Act responces.

Maintain the local public document room collection and HRC-furnished equipment aa a

physically unified collection.

Report promptly to the LPDR Program Manager the identification of documenta found or reported to be misaing from the collection.

USER _ ASSISTANCE a.

Provideo patrona with reference assistance in locating documenta and aufficient instructions to familiarizo users with the filing cyctem, the local public document room collection, the collection's reference toolh and finding aida, the indexing ayatem used for microfiche and hardcopy recorda, and the use of all government furnished equipment.

ADMINISTRATIVE SERVICES _

Incure that the HRC microfiche reader printer is in goed u.

operating condition.

In the event the equipment requirea repair or nervicing, the library staff chall arrange to nave an authorized porvice representative estimate the coat of the repair needed on the equipment.

Before proceeding with any repair, the cooperator chall receive authorization from the Project Officer by calling the toll free telephone number (800-638-8081).

After the repair in

made, the invoice of chargea should be forwarded for payment to the NRC in accordance with the inutructions (ATTACHMENT 1).

A copy of the aigned work order abould be aubmitted to the Project _ Officer within one day of the repair.-

Promptly inform the FOIA/LPDR Dranch of the NRC, either by the toll free telephone number (800-638-8081) or in writing, of problems regarding the use or maintenance of the collection.

printer, the microfiche file cabinet (a), and table and chairo for patronn uaing the collection.

The chargea for the above supply requiremento are not uilowable expenditures under thic coorerative agreement and will not be reimbursed.

The Cooperator may charge for copir,a made from the microfiche reader printer to recoup expenses but the charge may not exceed CO.25 per page copy without approval of the HRC Contracting Officer.
