This refers to the performance appraisal of the environmental monitoring program (NRC Cooperative Agreement No. NRC-30-83-648) conducted by Dr. M. J. Destmann of this office, at the State Hygienic Laboratory (SHL) on May 28-29, 1985, and to the discussion of our findings with Dr. Hausler and others of your staff at the conclusion of the appraisal on May 29, 1985.
Additional discussion was held by telephone with R. Cochran on June 14, 1985.
The enclosed appraisal report identifies the general areas examined during the appraisal. Within these areas, the appraisal consisted of a review of selected records, procedures and discussions with the management and staff of the Airborne Contaminants and Radiological Health Department of SHL.
We found that overall the program performance satisfied the objectives and conditions of the cooperative agreement between the SHL and the NRC. Some minor weaknesses, however, remain and there is room for improvement in certain areas as summarized in Section 3 of the enclosed report We understand that these matters are being addressed.
Based on our review, we have recommended continuation of the cooperative agreement currently in force.
