Dear Mr. Schnell:

SUBJECT: NOTICE OF VIOLATION (NRC INSPECTION REPORT NO. 50-483/92015(DRP)

AND ENFORCEMENT CONFrRENCE REPORT NO. 50-483/93002(DRP))

This refers to the routine inspection conducted from October 1 through

December 18, 1392, at the Callaway Plant, Unit 1. During this inspection

violations of NRC requirements were identified and considered for escalated

enforcement. A public enforcement conference was held in the Region III

office on January 12, 1993, with you and members of your staff and me and

other members of the NRC staff. We have enclosed a report summarizing the

enforcement conference.

Based on the results of the inspection and in conjunction with the information ,

presented during the enforcement conference, certain of your activities

appeared to be in violation of NRC requirements. The violations included -

multiple examples of failure to follow procedures during the performance of

maintenance activities on and subsequent verification of an essential service

water valve. These are considered Severity Level IV violations and are

contained in the enclosed Notice of Violation (Notice).

You are required to respond to this letter and should follow the instructions

specified in the enclosed Notice when preparing your response. In your

response, you should document the specific actions taken and any additional

actions you plan to prevent recurrence. After reviewing your response to this  ;

Notice, including your proposed corrective actions and the results of future

inspections, the NRC will determine whether further NRC enforcement action is

necessary to ensure compliance with NRC regulatory requirements.

in accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosures, and your response to this letter will be

placed in the NRC Public Document Room.

The responses directed by this letter and the enclosed Hotice are not subject

to the clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Act of 1980, Pub. L. No.96-511.
