Dear Mr. Keppler:

This letter concerns the routine safety inspection conducted by Mr.

T.J.

Ploski and others of your office at Zion Station on March 5 through 7, 1985.

This inspection included observation of the Zion Station emergency preparedness exercise which was conducted on March 6, 1985.

The referenced letter indicated that while there were no items of noncompliance identified, there were four exercise weaknesses noted.

Commonwealth Edison Company's responses to these weaknesses are provided in the attachment to this letter.

Due1to procedural' inaccuracies, collection of a reactor coolant sample 1 utilizing.the High Range Sampling system was difficult.

Responses, Zion Chemistry Procedure 701-2 for a diluted post accident'RCS sample has been revised ~and is in place.

Training for all RCTs on the HRSS will be provided by Westinghouse.

This training will be completed'by July 1, 1985.

Exercise Weakness #3 Inadequate communications equipment was utilized by teams collecting post-accident reactor coolant and containment air _ samples, 11n' view'of their having to wear respiratory protection in_ potential airborne. contamination areas.

Rad Chem Technicians are to be trained on the present communi-

-cations. systems during the HRSS training which will be completed Eby. July 1, 1985. ' Communications systems for the CASP are being researched and a Work Request has been initiated for the installation of sound' powered phones, which, when used with throat microphones

Procedure EG-10.is currently under revision to include

This guidance will be.in addition to the pre-existing l instructions on personal decontamination'in EG-10..

This decontamination will be coordinated

.between the Environs Director and the Illinois Department of Nuclear

. Safety at the preselected state assembly (forward staging) areas.

The revisions to EG-10 will be complet'ed and distributed by.
