Operating License No. DPR-50 Docket No. 50-289 Restart Certif6 cation Status in your letter of May 13, 1985 you indicated that you "will shortly be providing a final status of the 155 Certification items necessary to be completed prior to THI-1 restart." You also requested that we " identify any changes... made to plant systems and procedures after the staff certified the items as complete and which deviate from commitments documented on the hearing record."
To assure that any significant change in information is readily provided to the staff and the appropriate hearing body (Licensing Board, Appeal Board or Cornmission), a system was established in 1983, which was subsequently made a procedure, requiring that any " relevant and material" information be submitted to the NRC and/or Licensing Board as appropriate.
Based on the results of this procedure, plus a polling of appropriate senior management, it is our judgement that there are no such changes in plant systems or procedures that have not been reported to the NRC and represent deviations from commitments documented on the hearing record concerning the staff certification items.

As a related matter, we have just completed the restart readiness (Flag
- 28) meeting which is part of our TMI-1 Restart Prerequisite Program (see our letter of May 11.1984). The meeting, and its extensive preparations, did not reveal any information which would impact NRC staff certification.
