SUMMARY

OF MEETING WITH GE HELD ON JANUARY 8, 1993 A public meeting was held between the Nuclear Regulatory Commission (NRC) staff and GE Nuclear Energy (CE) at the NRC office in Rockville, Maryland, on January 8, 1993. The purpose of this meeting was to discuss the status of various open items in Chapter 14 of the draft final safety evaluation report (DFSER) for the ABWR. Enclosed is a list of attendees.

GE opened the meeting by presenting a summary of the status of open items in DFSER Chapter 14. GE stated they believed the only remaining open items were:

the specification of acceptance criteria for pre-operational tests; the level 1 and 2 test program criteria for pre-operational tests; and the additions to the pre-operational pr'erequisite sections. GE stated that they had addcd some terms to the level 1 and 2 test program criteria, and that work was ongoing on the pre-operational prerequisite sections.

GE discussed with the staff some concerns it had involving post-fuel load Tier 1 information. GE requested a clarification of what was needed for post-fuel load in Tier 1 (non-inspections, tests, analyses, and acceptance criteria (ITAAC)) information, which the staff agreed to provide. GE questioned whether or not test descriptions needed to be included in Tier 1 information and whether or not the test abstracts in DFSER Chapter 14 were adequate. GE stated it thought it had met the requirements of Regulatory Guide (RG) 1.68, but would like early feedback from the staff on this issue.

The staff stated that it was currently comparing the Tier 1 and 2 information with that contained in Standard Safety Analysis Report Chapter 14, and in RG 1.68. The staff also stated that they were in the process of re-reviewing DFSER Chapter 14 in light of the new information available on the issue of ITAAC. The staff stated that any-deficiencies in Chapter 14 would be noted and conveyed to GE. The staff stated it-was still in the process of reviewing the package of supplemental fuel load information it had received from GE in an effort to resolve that open item.
