Dear A1:

This is to inform you of an action taken today by the !!innesota Follution Control Agency with respect to the permit for radiological waste emissions sought by 11orthern. States Power Company for its new 11onticc11o, Minnesota, nucicar generating plant.

The regulations contained in the PCA permit '-- uhich was granted NSP -- are considerably more restrictive than standards maintained by the Atomic Energy Commission.

The State agency's action was taken only after many months of study, consul-tation and discussion.

The Atomic Encrgy Commission's radioactivity omission

. standards ucre revicued closely. The position of the State of Minnesota with respect to the Monticello generating pInnt, in effcet, limits radioactive discharge to about 1/50th the Icvel allowed by the AEC.

In making this decision, uc are not unmindful of the vast experience of the AEC in this field.

We arc, houcver, more cognizant of Minnesota's, fabulous natural resources -- cican air and cican water.

I believe that the people of Minnesota are solidly behind our efforts to make Minnesota the acknouledged Icader in pollution control.

It is for this reason that I have written to Mr. Glenn T. Seaborg, Chairman of the Atomic Energy Commission, urging that the AEC refrain from issuing any operating permit for nucicar pouer generation in the State of 111nnesota that does not respect the stringent regulations the State Pollution Control Agency requires.

/ am most hopeful that, the AEC will concede that regulations more stringent I

i than those demanded by the Federal agency can only result in greater safety, j

to the health and ucifarc of the poopic of Minnesota and -to the continued execlient condition of our natural resources.

It would be tragic for the people of Minnesota to be denied our position of Icadership simply because of unresolved questions on the relationship betwoon the AEC and state regulatory agencies.
