PALISADES PLANT - RESPONSE TO INSPECTION REPORT 85-007 One item of noncompliance was identified in Inspection Report 50-255/85-007 dated April 18, 1985..The following is our responce to this item:

10CFR 50.54(q) states, in part, that a licensee authorized to operate a nuclear power reactor shall follow and maintain in effect emergency plans which meet the standards of 10 CFR 50.47(b) of this part and the requirements "of Appendix E to this part. Section 8.1.1~of the Palisades Nuclear Plant Site Emergency Plan' states, in part, that Palisades Plant personnel will receive training (Table 8.1).
Table'8.1 of the Emergency Plan states,.in part, that.
all personnel responsible for assessment of emergencies, including OSC and.TSC
.suptrvisors, attend at least one meeting per year to receive training on the Site Emergency Plan and Implementing Procedures.
Contrary to the above, two Operational Support Center (OSC) Director designees, two Health Physics Support Group Leader Designees for the Technical
-Support Center, and one Chemistry Supervisor-designee for the OSC have not received the required annual emergency preparedness training within the last
' fifteen months.

L Discussion 1.As noted in the Inspection Report, certain difficulties were encountered by the Inspectors in resolving the status of training received by personnel and

,the requirements established within procedures. These documentation problems led to the inability to establish the specific training that had been
- completed at the time of the inspection.

,May 13, 1985 Additionally, Tother concerns were identified with' respect to requirements
. established by the: training matrix which was implemented to ensure adequate
' training for emergency preparedness. A review of the training provided to the
- five-individuals' identified-in the Notice of Violation has determined that one failed to meet the stated requirement.- This review has also-identified other deficiencies with respect to the training matrix for each-of the individuals.
. Corrective / Action Taken and Results Achieved A: review of the specific training received by each individual was performed.
As noted above,' discrepancies were identified with; respect to one individuals

-individuals..These personnel have-been removed from the c*aff augmentation lists pending the completion of; required training.
JCorrective Action to be Taken to Avoid Further-Noncompliance A review of the staff augmentation list will'be performed to identify any additional discrepancies between assigned responsibilities and required training. Additional training will-be provided to resolve any deficiencies identified. The Consumers-Power Nuclear Training Center will implement a
, tracking system for the. Emergency Plan Training Matrix.
