V0GTLE ELECTRIC GENERATING PLANT ASME SECTION XI CATEGORY R-D EXAMINATIONS By letter MSV-00821 dated March 17, 1992, Georgia Power Company (GPC) notified the NRC of a pending change to the examination schedule for the inservice inspection (ISI) of Class 1 vessel nozzles (ASME Section XI Code, Examination Category B-D) at Vogtle Electric Generating Plant, Unit 2 (VEGP-2).

Specifically, the change would have rescheduled the reactor pressure vessel (RPV) outict nozzle examinations, which are normally performed during the first inspection period in the ten-year ISI interval, to be performed coincident with the RPV inlet nozzle examinations during the third inspection period. The examination schedule for the nozzles in the steam generators and pressurizer would also have been revised to accommodate the RPV r.azzles revised examination schedule.

The scheduling change would have resulted in significant opporturities for savings in contractor cost, critical path time, and internal manpower requirements while still maintaining compliance with the ASME Section X1' Code.

ASME Section XI Code Interpretation XI-1-86-74, which relates to the general application of examination schedaling requirements, was c ad as a basis for the desired change.

Review by NRC and Idaho National Engineering Laboratory personnel as documented in the NRC letter dated July 30, 1992 to GPC indicated that the proposed change was not acceptable and should not he implemented.

In accordance with your request, GPC and Southern Nuclear Operating Company (SNC) personnel met with NRC management and staff personnel on September 22, 1992 to discuss the GPC letter of March 17, 1992 and the NRC July 30, 1992 response thereto.

It should be noted that_ during the September 22, 1992 meeting with GPC and SNC, NRC personnel expressed a willingness to have future technical discussions with the appropriate licensee technical personnel on rescheduling the RPV examinations and/or review a relief request from the scheduler requirements for ASME Section XI, Examination Category B-D.

l Georgia Power Company will comply with the NRC request that the examination schedule for ASME Section XI, Examination Category B-D be adjusted.

Accordingly, the RPV outlet nozzle examinations will be performed during the next regularly sci aduled maintenance / refueling outage at VEGP-2 which is currently scheduled for September 1993. The RPV inlet nozzles will be examined at their normally scheduled time such as during the " Ten-Year ISI" when the HPV core barrel is removed and the RPV inlet nozzles are l

accessible for examination.

As previously discussed with NRC staff personnel, by performing the RPV outlet nozzle examinations during the next regularly scheduled mainter.ance/ refueling outage at VEGP-2, they will be performed outside the.

first inspection period.

This was acknowledged by NRC-staff personnel. As a result, unless directed otherwise by the NRC, GPC does not intend to submit a Code relief request to the NRC for performance of the RPV outlet-nozzle examinations during the next regularly schedu'ied maintenance / refueling outage which occurs during the second inspection period.
