I am employed by Georgia Power Company as Vice President and Project General Manager - Vogtle-Project.
In that position, my primary responsibility has been design, construction and initial start-up of the Vogtle Electric Generating Plant.
A summary of professional qualifications is attached as Attachment "lA".

knowledge of the matters stated herein and.I believe them to be true and correct.
I will describe the organiza-tional structure of The Vogtle Project, and of Georgia Power Company as it relates to the Vogtle Project.

Vogtle Electric Generating Plant is a 2 unit nuclear facility being developed near Waynesboro, Georgia by its four co-owners, Georgia Power Company (hereinafter "GPC"), Oglethorpe Power Corporation, Municipal Electric Authority of Georgia, and the City of Dalton (all collec-tively referred to as " Applicants").
GPC is responsible for the design, construction, and operation of the plant.
To fulfill this role, GPC has retained the overall manage-ment responsibility including quality assurance for VEGP.

Georgia Power Company is a public utility incor-porated under the laws of the State of Georgia.
It main-tains its principal offices at 333 Piedmont Avenue, Atlanta, Georgia, and is a wholly-owned subsidiary of The Southern Company.

Georgia Power Company is engaged in the genera-tion, distribution, and sale of electricity at retail in 646 cities and communities and at wholesale to 50 munici-palities and 39 U.S.
Rural Electrification Administration cooperatives.
The details or its generating facilities are described in the VEGP Final Safety Analysis Report (FSAR), Section 1.4.

Georgia Power Company has participated in the

development of the nuclear power industry since 1953..,

Early activities included financial contributions to the
- Dow Chemical-Detroit Edison study group.
GPC's. continuing involvement in industry development includes charter mem-berships in the Institute of Nuclear Power Operations (INPO) founded in 1980 and the Electric Power Research Institute (EPRI) founded in 1973.

In September 1969, GPC received a provisional construction permit for its first nuclear unit, the Edwin I.' Hatch Nuclear. Plant.
On August 6, 1974, and June 13, 1978, GPC received operating licenses (Atomic Energy Commission Docket Nos. 50-311 and 50-336) for Edwin I. Hatch Units 1 and 2, respectively.
GPC personnel are currently operating these facilities.

GPC provides management direction to the entities involved in Plant Vogtle design, construction and operation.
Westinghouse Corporation (" Westinghouse")
designed the NSSS.
Bechtel Power Corporation ("Bechtel")
is the principal architect / engineer for the project.

For the procurement of safety-related equipment under the Bechtel scope of supply, procurement procedures have been established to require both GPC and Bechtel participation.
Bechtel prepares the inquiries and trans-mits them to GPC for review.
From this point, Bechtel has the responsibility for sending the inquiry out for bids in accordance with an established bidders list.
After review of the bids, preparation of the requisition by Bechtel, and approval by GPC, the purchase order is prepared by GPC.

Southern Company. Services (hereinafter "SCS") is a sister company of GPC; both are owned by the Southern Company.
SCS is responsible for engineering, design and procurement activities for non-safety related systems and t
structures (under the direction of GPC and Bechtel) and for expediting hardware purchases covered by Bechtel/SCS engineering requisitions.
SCS is delegated the responsibility for assurf.ng, through QA audits, the proper implementation and compliance with the QA Program by Bechtel, and proper implementation and execution of the supplier inspection program.

GPC has subcontracted with the following contractors for the construction of Plant Vogtle:
Walsh Construction Company - civil contractor.
Cleveland Consolidated Mechanical and Electrical Contractors - electrical contractor, i-Pullman Power Products - piping contractor.
Pullman /Kenith-Fortson - HVAC contractor.
North Brothers - insulation contractor.
Nuclear Installation Services Company (NISCO)
NSSS installation.
Williams Contracting - field coating.
Chicago Bridge and Iron Company - containment a
liner.

The ultimate responsibility for design, procurement, construction, testing, quality assurance, and operation of the VEGP, rests with Georgia power Company.

During the construction VEGP management is accomplished by GPC through a Vogtle project management organization.
A Project Management Board, consisting of executives from GPC, SCS, Bechtel, Westinghouse, and the co-owners provide project direction and review project status on a continuing basis.
The Vogtle project management organization, as construction manager and under the direction of the project management board, is responsible for directing all phases of the project including administration, engineering, procurement, licensing, construction, cost and schedule control, quality assurance, and startup.

The activities of all contractors at the VEGP site are directed, monitored, controlled, and approved by GPC for implementation.

Material and equipment required in construction are purchased and furnished to the construction contractors by GPC.
17.
GPC monitors or directs all project quality control and quality assurance processes.
18.
GPC is responsible for management of the various site contractors and for developing and implementing the L
GPC field quality control program to control and ensure quality compliance of field construction activities.
This program is organized and implemented by the Quality Control Section.
