This letter is our request to make a limited appearance in the April 28, 1970 A.E.C. hearing at Buffalo, Minnesota, regarding the application of Northern States Power for a permit to operate a nuclear generating plant at Monticello, Minnesota.
. The City Planning Board of Saint Paul has an interest in the proceedings since we are concerned with the effects of this nuclear plant's thermal and radioactive wastes upon the environment and especially upon the Mississippi River,
,the source of Saint Paul's water supply. This affects land use and the public health and safety.
It is our intention to present a statement and make inquiry concerning the effects of this operation upon the water supply, land-use planning, the public health and safety, and the effects of' nuclear accident upon the planning function.
