SUBJECT: SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP)

FINAL REPORT FOR VERMONT YANKEE NUCLEAR POWER

STATION FOR TIIE PERIOD MARCII 17,1991 TO AUGUST 1,1992

This letter forwards the final SALP Report (Enclosure 1) for the Vermont Yankee Nuclear

Power Station for the period March 17, 1991 through August 1,1992. The initial report was

forwarded by our October 13,1992 letter (Enclosure 2). The SALP evaluation was discussed

with you and your staff at a meeting held at the Vernon Town Hall located in Vernon, Vermont

on October 29,1992 (see Enclosure 3 for attendees and Enclosure 4 for slides used by the NRC

at the meeting).

This SALP Board noted continued superior performance in the functional areas _ of: Plant

Operations; Maintenance aed Surveillance; and Emergency Preparedness. Good performance

was observed with respect to Radiological Controls (improving trend), Engineering / Technical

Support, and Safety Assessment / Quality Verification. Security performance was evaluated as

acceptable. The performance decline in three of the seven functional areas from the previous

SALP is of concern, in that your self-assessment programs have not been fully effective.

We reviewed your response of November 18,1992 (Enclosure 5) and acknowledge the

improvements either already made or underway, that you have outlined. I encourage you to

continue your efforts in these areas, as well as the on-going self assessment activities emphasized

in your response.

After evaluating your comments on the initial SALP Board Report, we made several changes

to the Security evaluation (Section llI.E). The SALP Board was reconvened on December 14,

1992, and carefully considered your response, but concluded that no change to the rating in this

area was warranted. Our detailed evaluation of your response is attached (Enclosure 6).

Additionally, changes were made to the Safety Assessment / Quality Verification evaluation

(Section III.G) and Engineering and Technical Support evaluation (Section III.F) for the reasons

stated in Enclosure 7. However, the SALP ratings in these two areas remain unchanged. No -

other changes to the initial SALP Report were considered necessary based on your reply.
