UNITED STATES !?JCLEAR REGULATORY C05P11SSION DOCKET NO. 50-263 NORTHERN STATES POWER COMPANY NOTICE OF PROPOSED ISSUANCE OF AMENDMEh7 TO FACILITY OPERATING LICENSE The Nuclear Regulatory Conmission (the Commission) is considering.

the issuance of an amendment to Facility Operating License No. DPR-22 issued to the Northern States Power Company (the licensce) for operation of the !!onticello Nucicar Generating Plant (the facility) located in Wright County, !!innesota, and currently authorized for operation at power levels up to 1670 tiKt.

The amendment would changc the provisions of the Technical Specifi-cations for the facility to incorporate operating limits based on the General Electric Thernal Analysis Basis in accordance with'the licensec's application for license amend..unt dated March 12,197S.

Prior to issuance of the proposed license amendment, the Commission will have made the findings required by the Act and the Commission's '

rules and regulctions.
