Dear Mr. Keppler:
During the subject safeguards inspection, the inspectors expressed a concern regarding a proposed security contract specification. This specification stated, in part; "Taking appropriate action to placlude or minimize loss and render reports of all incidents, accidei.ts, fires and property damage, and maintain all records in connection with the duties and responsibilities of the Security Force. Each member of the $ccurity Force will report any such security incidents, violations or other matters pertaining to the security of the NPS to their supervisors or cognizant CECO management personnel. Failure to report these items prior to notifying outside agencies can result in oenial of unescorted access to the NPS."
This information was also included in a February 23, 1984 memo to Secerity personnel.
The intent of this statement was to re-enforce the necessity of reporting security problems through thc proper channels and to allow' prompt initiation of necessary corrective action.
It was believed that the failure.
to report security problems through the proper channels could delay the initiation of nceded corrective action and could compromise station security should a security event occur in the interim. This statement was not intended to. intimidate or infringe on an individual's right to contact any NRC Representative.

" Failure to report these items prior to identifying outside agencies can result in denial of unescorted access to NPS" was deleted from the LaSalle Specifica-tion GX0388 and Quad Cities Specification GXO389.
On March 27, 1985, a memo to the' LaSalle guard force was issued to clarify.the February 23,.1984 memo and re-enforce that security force-management will not interfere with anyone's right to communicate with NRC Representatives.
On April 19, 1985, all CECO Nuclear Sites serviced by this contractor were transmitted a letter from the Contractor's District Manager encouraging them to charinel their concerns through Station Management. This letter clearly indicated that the contractor will not interfere with any individual's right to communicate with NRC Representatives.
On April 19, 1985, the NRC Senior Resident Inspector attended a regJlarly scheduled security officer meeting and presented an overview of the NRC's responsibility at a Nuclear Power Station. The Senior Resident reJated that the NRC endorses reporting incidents through the chain of command, but re-enforced that the NRC is always available to discuss any s '
' matters concerning the Nuclear Power Station.
On May 1, 1985, a letter to Station Security Administrators from
_ the Nuclear Security Director revised the existing specifications for all CECO Nuclear Stations to reflect the revision of the LaSalle and Quad Cities specificatinns.
