VIRGINIA POWER NORTH ANNA POWER STATION UNIT NO. 1 PROPOSED TECHNICAL SPECIFICATION CHANGES TRIAXIAL RESPONSE-SPECTRUM RECORDERS Pursuant to 10 CFR 50.90, Virginia Power requests an amendment in the form of a change to the Technical Specifications to Operating License NPF-4 for North Anna Unit 1.

Technical Specification 3.3.3.3 addresses the requirements for seismic recorders at North Anna Power Station. These instruments provide the record of the response spectrum of a seismic event. Table 3.3-7 specifies measurement range and operability requirements. Table 4.3-4 specifies instrument surveillance requirements.

The proposed changes correct errors in the specification of instrument range and testing requirements and delete the functional test requirement for the Auxiliary Building Mat, RHR Pipe Support,'and Component Cooling Heat Exchanger Support. These devices are passive with no remote indications and regulatory guidance does not require a channel functional test.

In addition, the enclosed Technical Specification change request proposes that the scope of the semiannual channel functional test of the containment mat triaxial recorder be modified due to the difficulty and high likelihood of instrument damage during testing while at power. It has been our experience, with confirmation by the equipment manufacturer

. (Engdahl ' Enterprises), that the testing of the equipment under the conditions existing - inside of the containment during operation will render the equipment inoperable. Specifically, the manufacturer stated that, under adverse working environments, the bending of the scriber shank or contacts is very likely and that this would render the equipment inoperable. Also, moisture in the containment during power operations may be detrimental to the contacts if the recorder is opened.

On May 3,1985, Virginia Power discussed with the NRC (Region II and NRR) the technical.concarns related to this proposed change. NRC concurrence was given to intentionally not perform the channel functional test for the 1

t Unit 1 Containment Mat Triaxial Response - Spectrum Recorder which was due on May 3,

1985. 'As a result, the action statement for Technical Specification 3.3.3.3 was entered and the Special Report required will be submitted.

This request has been reviewed by the Station Nuc1' ear Safety and Operating

- Committee and the Safety Evaluation and Control Staff.

It has been determined that this request does not involve an unreviewed safety question as defined by 10 0FR 50.59 nor a significant hazard consideration as defined in 10 CFR 50.92.

We have reviewed this request in accordance with the criteria in 10 CFR 170.12.

A voucher check in the amount of - $150 is enclosed as an application fee.
