A5ME CODE UPDATE FOR lHE THIRD INTERVAL, INSERVICE INSPECTION PROGRAM This update is being submitted in accordance with 10 CFR Part 50 paragraph 50.55a(g). which requires the use of the code incorporated by reference in paragraph (b) of 50.55a 12 months prior to the start of the 120 month interval.
For the Big Rock Point Plant, the third inservice inspection interval commenced on January 1,1992, and the code required per paragraph (h' of 50.55a for usage is the 1986 Edition of ASME Section XI with no addenda.
This code was incorpcrated in the Code of Federal Regulations-Energy, Title 10, Parts 0 to 50 as of January 1, 1991.
Section 5 (Relief Requests) describes the requests for relief (for the third interval) submitted to the Nuclear Regulatory Commission per 10 CFR 50.55a.
The relief requests submitted for the third inspection interval are requests that have been previously reviewed and approved for the first and second inspection intervals at Big Rock Point.
As a point of clarification, the Big Rock Point intervals are based on a letter from the Nuclear Regulatory Commission to Consumars Power Company dated June 10, 1983.
This letter concludes that the second 10 year interval for Big Rock Point started on January 1, 1982. This letter also allowed the extension of the first interval examinations until the end of the 1983 refueling outage, but required the second interval start January 1,1982. The January 1, 1992 start date for the third inspection interval was selected based on the above discussion.
It should be noted that the second interval ended on the start-up from the 1991-1992 refueling outage (May 16,1992). This outage began on November 29, 1991, and was originaliy scheduled to end on February 7, 1992.
The outage was extended to May 16, 1992, due to mechanical problems encountered with the reactor baffle bolts.
