. UNITED STATES NUCLEAR REGULATORY C0! MISSION DOCKET NO. 50-263 NORTHERN STATES POWER COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO PROVISIONAL OPERATING LICENSE Notice is hereby given that the U. S. Nucicar Regulatory Commission (the Commission) has issued Amendment No. 7 to Provisional Operating License No. DPR-22 issued to the Northern States Power Company (the licensee) which revised Technical Specifications for operation of the Monticello ,

Nuclear Generating Plant, located in Wright County, Minnesota. The amendment is effective as of its date of issuance.

The amendment authorizes a revision in the reactor vessel material surveillance program to delete a reiuirement l that a specimen basket be removed during the third refueling outage and replace it with a requirement to remove at a later date when more meaningful results can be obtained.

The. application for the amendment complies with the standards and .

requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has rade appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter 1, which are set forth in the license amendment.
