The. Atomic Energy Canmission (the Comissim) will consider the issuance of a fun-tem facility operating license to the Northem States Power Company (the licensee) which would authorize the licensee to possess, use and opemte the Monticello Nuclear Generating Plant thit No.1 (the facility), located on the licensee's site in Wright and Shertume Cotrities, Minnesota,'at its presently licensed steady state power level of to to 1670 megawatts (thezral) for a period of 40 years fmm the June-19,1967 issuance date of the constmotion pemit (CPPR-31) in acoordance with the provisions of the license and the Technical Specifications appended thereto, upon receipt of a report m the application fmm the Advisory Comittee m Beactor Safegpards (ACRS), the submission of a favorable safety evalu-ation of the application by the Comnission's Directorate of Licensing, the empletion of the envi2w.=4al Inview requimd by the Comission's regulations in 10 CF11 Part 50, Appendix D, md a finding by the' Comis-sien that the application fbr the full-tem facility lioense (as amended).

The faci.lity is subject to the pmvisicna of Section B of Appendix D to 10 CFR Part 50, which sets forth procedums applicable to myiew of envil nimital consideraticns for production and utilization facilities for which constmoticn permits or operating lioenses wem issued in the' period of January 1,1970 thmugh Septenter 9,1971. Ebguests for a hearing and petitions to intervene shall be filed in accordance with the Oor1 mission's mies of practice in 10 CPR Part 2.
If a mquest for a hearing or petition fbr leave to intervene is filed within the tim pmscribed in this notice, the Comission will issue a notice of hearing or an appropriate on$er.
In accordance with 10 CPR Section 2 714, a petition for leave to intervene which is not tirely filed will be dismissed unless the petitioner shows good cause for failure to file it en time.
On Novenber 18, 1971, in accordance with the pmvisions of 10 CPR Part 50, Appendix D, Section E, the Comnission's Director of Regulation detemined that the operation of the facility should not be suspended pending oonpletion of the-environmental review required under the Na-tional Ehvirarantal Policy Act of 1969 (36 F.R. 22327). Minnesota Ehvironmental Centzel Citizen's t.asociation (ECCA) mquested a hearing cn that deteminatim. 'Ihe State of Minnesota also indicated to the Camission an interest in participating in any hearing Wich might be scheduled in connection with the Director of flegulation's determination.
