Mat 1TICELLO NUCLEAR G12iERATING PLANT Docket No. 50-263 License No. DPR-22 Inadvertent Omission of Required Surveillance Test A condition occurred at the Monticello Nucicar Generating Plant which we are reporting to your office in accordance with Section 6.7.B.1, Abnormal Occurrence Reports, of Appendix A, Technical Specifications, of Provisional Operating License DPR-22.

On September 26, 1973 it was discovered that when scheduled starting system preventive maintenance had been performed for No. 11 diesel generator on September 24, 1973, and for No. 12 diesel generator on September 25, 1973, the low pressure core cooling systems and containment cooling service water systems were not demonstrated to be operable as required by Technical Specification 4.5.G.I.

The maintenance had been performed in accordance with established administra-tive methods which include reviews of prerequisite requirements by three members of plant management prior to commencement of the work. A detemina-tion of surveillance test requirements of the Technical Specifications is included in such reviews.

The requirement for demonstrating the operability of the redundant diesel generator, in accordance with Technical Specification 3.9 B.3.a, had been identified. However, the individuals involved in this instance did not recognize the omission of the requirements of Technical Specification 4.5.G.I.

A memo has been issued to remind the shif t a2pervisors of the tests required by Technical Specification 4.5.G.I.

Also, the diesel generator starting system maintenance procedure will be revised to assure compliance with all Technical Specification requirements.

NORTF IN CTATED POWER COMI NY 2-Immediately prior to the maintenance work on each diesel generator, the redundant unit had been demonstrated to be operable in accordance with Technical Specification 3.9.B.3.a.

All low pressure core cooling and con-tainment cooling service water systems had been demonstrated to be operabic on September 3, 1973, and September 10, 1973, respectively.

The low pres-sure core cooling systems were again demonstrated to be operabic on October 2, 1973. Therefore, there is reasonable assurance that the low pressure core cooling and containment cooling service water systems connected to the redundant dicsci generator were operabic during the time that cach diesel generator was inoperabic.

It is believed that the corrective actions taken are sufficient to prevent a repetition of this particular occurrence.

Existing administrative methods, procedures and training programs are designed to prevent similar occurrences.
