{ $ WASHING TON. O C. 20%5 December 4, 1992 g * . . . . ,/

The Honorable Bob Graham, Chairman Subcommittee on Nuclear Regulation Committee on Environment and Public Works United States Senate Washington, D. C. 20510

Dear Mr. Chairman:

Enclosed is a copy of a Egderal Egoister Notice announcing the Commission's intent to initiate a rulemaking to establish the site cleanup criteria for the decommissioning of NRC-licensed facilities. In order to enhance this rulemaking, the NRC staff plans to conduct a series of workshops during which invited participants, representing a variety of points of view, will inform the staff of their perspectives on the relevant issues.

These workshops will be scheduled for approximately two days and include some preliminary background presentations, as well as interactive discussion of the issues by NRC staff and the participants. The goal of these workshops is not to pursue consensus but rather to provide opportunities for interested groups to express their opinions on a range of ontions available-to the NRC for establishing the site cleanup standards.

The workshops will be facilitated by a professional facilitator and will be located in the NRC's regions. There will also be a

" national" workshop in Washington, D.C. for organizations that are national in scope, so that the regional workshops can be devoted to participation by regional organizations. The workshops will be transcribed by a court reporter and used by NRC staff when, subsequent to the workshops, they formulate a draft rule for consideration by the Commission. The eventual proposed rule will be subject to all of the notice and comment opportunities ordinarily provided in rulemaking procedures.

The NRC staff has produced a "rulemaking issues paper" (enclosed) which will be used as a foccl point for the workshop discussions.

This paper, which will be distributed in advance of the workshops, will provide a neutral and comprehensive discussion of the nature and extent of decommissioning needs, as well as the issues that must be addressed in the rulemaking.
