ENCLOSURE NOTICE OF VIOLATION South Carolina Electric & Gas Docket No.-50-395 V. C. Summer- License No. NPF-12

'. The following violations were identified during an inspection conducted on March 1  ; March 31,1985. The Severity Levels were assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

'I. Technical Specification 6.8.1 requires that written p'rocedures be established, implemented and maintained covering the applicable procedures recommended in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978. Regulatory Guide 1.33 recommends that general procedures for control of~ maintenance, repair, replacement and modification work be prepared.

General Maintenance Procedure (GMP) 101.008, Seismic and Vital Equipment Area Scaffolding / Shielding Evaluation and Utilization, implements this requirement in the area of pre-installation evaluations of scaffolding.

Contrary to the above requirement, the licensee failed to adequately "

implement GMP ' 101.008 in that the scaffolding installed in the Diesel Generator Building on March 20 and March 21, 1985, was not adequately evaluated prior to installation for impact on the Diesel Generators during a seismic event.

This is a Severity Level IV violation (Supplement I).

2. 10 CFR 50.54(1) requires that the licensee designate individuals to be responsible for directing the licensed activities of licensed operators and that these individuals be licensed as senior operators pursuant to 10 CFR 55.

Contrary to the above, from February 3 to March 20, 1985, a control room supervisor without a valid senior operator's license was designated to direct and did direct the licensed activities of licensed operators.

This is a Severity Level IV violation (Supplement I).

Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged violations; (2) the reasons for the ' violations if ' admitted; (3) the corrective steps which have been taken and ~ the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.
