DCleary Pursuant to your recent request for data pertaining to any antitrust license conditions attached to the Clinton Power Station (Docket No. 50-461), I am forwarding to you a copy of the antitrust license conditions attached to the Clinton 1 construction permit (any conditions attached to the construction permit are also attached to the operating license) as well as a publication entitled, "The Conditioning of Licenses--The U.S. Nuclear Regulatory Commis-sion's Antitrust Review of Nuclear Power Plants." (Note pages 28 and 64 per yourinterest.)

As background to our Clinton Power Station operating license review, I am also forwarding to you a copy of the staff's original " Finding o' No Significant Antitrust Changes" analysis completed in early 1982._ Staff is presently updating this analysis given the change in fuel load dates for Clinton from January of 1983 to the present fuel load scheduled for January of 1986. Additionally, as a means of better understsnding how the Commission's antitrust mandate fits into the overall licensing process, I have enclosed a recent publication entitled " Procedures for Meeting NRC Antitrust Responsi-bilities."
