In reference 1, GPU Nuclear submitted a complete copy of the internal Penelec/GPU Williamsburg Incident Investigation 89-WM-2 report and a redacted copy of the report, and indicated that the redacted report could be placed in the Public Document Room (PDR).
GPU Nuclear also requested that certain information in the " complete" report be withheld from public disclosure in accordance with the identified sections of 10 CFR 2.790.
Reference 2 responds to-the GPU Nuclear request.
In it the NRC concludes that l
some of the material contained in 'he " complete" report may be withheld, but that certain other material should be released and placed in the PDR.
The enclosure to reference 1 identified the specific information the NRC believes should not be withheld.

We have reviewed the NRC position and concur in placing in the PDR the identity of all individuals identified in the enclosure of reference 1 titled l
" Individuals Whose: Identity Should Not be Withheld," with one exception,
{
namely the decedent "DD."
We respectfully submit that even though death j
usually extinguishes individual-privacy rights, the request to withhold the i
identity of decedent "DD" constitutes an instance when the right should continue for the benefit of DD's sitryivors.
Please review-at least pages 66 j
and 284-285 of the " complete" report in considering this request.
Regarding the commercial information, a further review has been made and GPU i
