JAN 2 01993 Docket No. 99990001 United Technologies Pratt & Whitney ATIN: John Engle Plant Engineer, Manufacturing Operations Aircraft Road, M/S 401-02 Box 611 Middletown, Connecticut 06457
Dear Mr. Engle:
Subject:
Routine Inspection No. 99990001/92-029 On November 16 and 17,1992, Mark C. Robens and Mark R. Bouwens of this office conducted a routine safety inspection at the above address of activities discussed in your July 8,1992 decontamination plan for Building 450. The scope of the inspection is Jescribed in the enclosed inspection report. The findings of the inspection were discussed with William Everett, David Alberghini, Jeffrey Adams, K. Paul Steinmeyer and you, at the conclusion of the inspection.
Within the scope of this inspection, no violations wee identified.
During the inspection, you requested an expedited review of the survey data for the hot cell pits and our agreement that these areas may be released for unrestricted use su that suppon columns can be constmeted and the remaining hot cell walls demolished. The inspector reviewed the data for cells 1,2 and 7 during the inspection. Based on a review of this data, the inspector verbally confirmed that these three areas met current criteria for release for unrestricted use and could be filled with concrete. We have also reviewed the survey infonnation provided at the conclusion of the inspection, by facsimile on November 24,1992 and by letter dated Novei, ar 30,1992 in support of your request to release hot cell pits 3, 4, 5 and 6 for unrestricted use. We have detennined that, based on the infonnation submitted, these cells can be released for unrestricted use and filled with concrete. However; the survey data for all the hot cells must be included in a single, comprehensive repon, along with survey data from the remainder of Building 450 and all supporting information so that there is a ccmplete record and so that we can make a detennination whether the entire facility meets current criteria for release for unrestricted use.
