RELATED T0 AMENDMENT NOS.102 AND 84

.TO FACILITY OPERATING LICENSE NOS. OPR-53 AND DPR-69 BALTIMORE GAS AND ELECTRIC COMPANY CALVERT CLIFFS NUCLEAR' POWER-PLANT, UNIT NOS. 1 AND 2 DOCKET NOS. 50-317 AND 50-318 Introduction By application dated June 15, 1984, Baltimore Gas and Electric Company (BG&E) requested amendments to the facility operating licenses for Calvert Cliffs Units 1 and 2.

The proposed amendments would change the expiration date for the Unit 1 Operating License, DPR-53, from July 7, 2009 to July 31, 2014, and change the expiration date for the Unit 2 Operating License, DPR-69, from July 7, 2009, to August 13, 2016.

Discussion and Evaluation

.Section 103.c of the Atomic Energy Act of 1954 provides that a license is to be issued for a specified period not exceeding 40 years.

10 CFRl50.51 sp.ecifies that each license will be issued for a fixed period of time not to exceed 40 years from the date of issuance. The currently licensed term for Calvert Cliffs Units 1 and 2 is 40 years consnencing with issuance of the construction pemit (July 7,1969). Accounting for the time that was required for plant construction,' this represents an effective operating license term of 35 years for Unit--I and 33 years for Unit 2.

Consistent with Section 103.c of the Atomic Energy Act and Section 50.51 of the Commission's regulations, the licensee, by its application of June 15, 1084, seeks extensions of the _

operating license terms for Calvert Cliffs Units l'and 2 such that the fixed period of the licenses would be 40 years from the date of operating license issuance.

The licensee's request for extension of the operating licenses is based on the fact that a 40-year service life was considered during the design and construction of the plant. Although this does not mean that some components

'will not wear out during the plant lifetime, design features were

. incorporated which maximize the inspectability of structures, systems and equipment. Surveillance and. maintenance practices which were implemented in accordance with the ASME code and the facility Technical Specifications provide assurance that any unexpected degradation-in plant equipment will be identified and corrected.

. The design of the reactor vessel and its internals considered the effects of 40 years of operation at full power with a plant capacity factor of 80% (32 effective full power years). ~ Analyses have demonstrated that expected cumulative' neutron fluences will not be a limiting consideration.

In addition to.these calculations, surveillance capsules placed inside the 3

reactor vessel provide a means of monitoring the cumulative effects of power

. operation.

Aging analyses have been performed for all safety-related electrical equipment in accordance with 10 CFR 50.49, " Environmental qualification of electrical equipment important to safety for nuclear power plants",

identifying qualified lifetimes for this equipment. These lifetimes will be incorporated into plant. equipment maintenance and replacement practices to ensure that all safety-related electrical equipsent remains qualified and available to perform its safety function regardless of the overall age of the plant.-

Based upon the above,~it is concluded that extension of the aperating licenses for Calvert Cliffs Units 1 and 2 to allow a 40-year service life is consistent with the safety analysis in that all issues ass ~ociated with plant aging have already be'en addressed. Accordingly, we find the proposed change to the expiration date of the Calvert Cliffs tnits c and 2_ Operating Licenses to be acceptable.

Environmental Consideration An Environmental Assessment and Finding of No Significant Impact ' elating to the proposed extension of facility operating license tennination i ates for Calvert Cliffs Units 1 and 2 was published in the Federal Register on F

April 10, 1985 (50 FR 14185).

Conclusion We have concluded, based on the considerations discussed above, that (1) there is reasonable. assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations, and the issuance 3

of the amendments will not be inimical to the common defense and security or to l-the health and safety of the public..
