VITAL EQUIPMENT / AREA GUIDELIFES STUDY The EP s established a study effort to reevaluate the bases and guidelines used
' staff to determine the equipment and areas to be protected as vital in nu..
power plants. The ED0's remo of May 1, enclosed, outlines the charter, membership and preliminary action plan for the sub.iect study.
The Vital Area Comittee, which is the core of the effort, will draw its required staff technical resources primarily from the representative program offices - NRR, HMSS, IE, and RES.
In addition, we will require legal counsel-from time-to-time during the course of our study. We would appreciate your making Mr. Robert L. Fonner available as a legal consultant to the Comnittee for this purpose. Mr. Fonner's expertise in the safeguards area would be a valuable asset to the Comittee. We anticipate that his participation would be required on tho averece of several hours per month for the remainder of this calendar year.
