Reporting Requirements Associated With HDFSS This letter is written to document recent discussions with Mr R Snaider, the NRC Project Manager for the Monticello High Density Fuel Storage System (HDFSS).
Members of the NRC Staff have suggested that there be a requirement for additional criticality analysis of the HDFSS for storing fuel having a greater weight of uranium 235 per unit of axial length than assumed in the current analysis.
In a January 26, 1978 meeting with the Staff, Northern States Power Company and the General Electric Company, sup-plier of Monticello fuel and the HDFSS, questioned whether the fuel leading is an appropriate parameter to use rather than the effective multiplication factor.
Generic discussions are in progress to resolve this issue.
In order to expedite your action on our September 12, 1977 License Amend-ment Request and thereby avoid delays in the IDFSS installation, we are ruking two cernitments. We will submit to you a revised spent fuel pool criticality analysis prior to inserting any fuel having greater than 15.2 grams of uranium 235 per axial centimeter averaged across the fuel assembly.
Should the on-going discussions on this matter conclude that Technical Specifications are appropriate, we will accept a specification to that effect.

1 MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 The reviews and evaluation requested in~ items 1 through 3 of IE Bulletin 75-04 have been completed for the Monticello Nuclear Generating Plant.
In accordance with item 4 of the Bulletin, the results of these reviews and evaluation are hereby submitted.
Existing Administrative Directives governing installation and test procedures

require identification of-unusual mechanical, electrical, chemical, thermal, or other hazards associated witn equipment and its environs.
Instructions 4
and precautions necessary to control these hazards are required to be included in the procedures.
Existing Directives and instructions governing work i
authorizations require a second level of review by technical and operating personnel prior to commencing work related to equipment, instruments, and systems which are designated on a " critical" list.. Cable spreading room i
penetrations have been added to this list.
Design of the floor and wall penetrations in the cable spreading room requires the penetrations be covered with a non-flammable material.
Investigation revealed that penetrations which were sealed or rescaled subsequent to a

A task force has been designated to review the areas-identified in IE Bulletin 7 5-04A. Their review is expected to be completed by June 30, 1975.
