Dear Mr. Price:

Pursuant to our telephone conversation on May 17, 1968, regarding my request to have representatives of the Atomic Energy Commission meet with our Agency and other interested persons on the subject of nuclear-fueled power plants, I wish to subrdt the following information relative to our discussion.

As you know, the Minnesota Pollution Control Agency is responsible for set-ting standards regarding the emission level of radioactive wastes for the State We au currently considering issuanco of a vaste disposal pe mit of Minnesota.

for the Northern States Power Company's nuclear power plant at Monticello, Minne-sota, and several questions have been raised which impols the Agency to review These questions relato the entire matter before taking any action on the pemit.

primarily to basic standards which should be applied for the protection of our Minnesota enviro.; ment.

It is felt by many that the AEC standants are not necessarily the radio-activity standards desirable for the State of Minnesota, and in order to better prepare you for the forthcoming meeting with our people, I will attempt to list briefly come of the questions asked our Agency regarding this subject.

Ynat is the difference, and why the difference, in the radioactivity stan-dards of other national and international agencies having an interest in this area of waste disposal, these agencies being, but not necessarily limited to, the U. S. Atcmic Energy Co=aission, the U. S. Public Health Service,.the Federal Radiation Council, the. National C%~.dttee on Radiation Protection, the Inter-national Atomic Energy Agency, and the International Committee on Radiation Protection?

In that the AEC promotes, regulates, and constructs nuclear power plants, why should this Agency also set the standards for levels of radioactive dischargo to the environment?

l Is it feasible and practical to operate a nuclear power plant on the so-called " closed cycle" so that all radioactive wastes (both liquid and solid) are retained and disposed of in a manner other than to the local environment?

I am sure there are many other questions regarding the type and the amount j

of radioactive isotopos being released that bear explanation.
