Per a letter from Northern States Power Company dated December 21, 1965, representatives of the Northern States Power Company and Nuclear Utility Services met with the Regu1*Aory Staff on January 13, 1966, to discuss potential sites for a 500 Mwe nuclear power plant near Minneapolis -

St. Paul, Minnesota. The following attended the meetingt Northern States Power Comnany U.S.A.E.C.

Daniels In order to meet the projected load growth for their service area Northern States Power Company is planning to construct a 500 Mwe power plant and will decide by February 1, 1966, whether a nuclear plant or a fossil fueled plant will be constructed to serve their needs, based on economics.

-NSP, with the assistance of NUS has made a preliminary study of three

-potential sitest

.1. Monticello, Minnesota - on the Mississippi River about 35 miles upstream from Minneapolis.

2. Prairie Island - in the Mississippi River about 25 miles downstream from St. Paul, and 5 miles upstream from Red Wing, Minnesota.
3. Oak Park Heights - on the St. Croix River adjacent to Bayport, Minnesota, e.ad about 15 miles east of St. Paul.

.* 2 According to the data presented by NSP and NUS the sites at Monticello and Prairie Island were both preferable to the Oak Park Heights site for a large nuclear plant, based on their analysis. A data sheet summarising the features of the environment was provided us.

If the economic studies are favorable for construction of a nuclear power plant, Northern States Power plans to request an informal site-review of either the Monticello or Prairie Island Site, submitting their site analysis information by about mid March. Also, by this time a decision on the type of reactor plant, whether boiling or pressurized, would have been made.

Based on having the plant in operation by May 1970 NSP would plan to submit their application for construction by August 1966 and to receive a construction permit by June 1967.
