i My letter to you dated May 24, 1985, advised that the Federal Emergency Manage-ment Agency (FEMA) will be responding to you directly regarding your concerns

relative to the Perry Offsite Emergency Preparedness Plans. The infomation provided in this letter responds to the concerns you expressed during the i Limited Appearance session at the Perry hearing on April 11, 1985 as they

> relate to information contained in the Perry Onsite Emergency Plans and j hydrogen control.

i l With respect to your concern over the treatment of evacuation route impediments in the applicant's Evacuation Time Estimate (ETE) Study, this matter was con-i sidered by the Atomic Safety and Licensing Board and found acceptable. Evi-

, dence concerning the issue of a proper review of the ETE Study by State and local organizations was heard by the Board and a decision on this issue is

! expected by mid-1985. The Perry ETE Study, as part of the Perry emergency plans, was reviewed by the NRC staff against the guidance criteria of NUREG-0654/ FEMA-REP-1, " Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support on Nuclear Power Plants,"

l Revision 1, dated November 1980. On the basis of this review, the NRC staff found that the ETE Study meets its guidance criteria, including the aspect of '

l potential evacuation route impediments.

i With regard to your concern relating to the possible rupture of the containment i l structure due to exploding hydrogen gases, this matter was also litigated during

, the Perry hearing on April 30 to May 3, 1985 and will be addressed in the forth- ,

l coming Board decision. Cleveland Electric Illuminating Company has installed a i system of 102 hydrogen igniters in various areas of the Perry plant containment ,

l to comply with the Comission's regulations for a hydrogen control system sufff-l cient to accommodate hydrogen produced by a 75% metal-water reaction in the core

, without loss of containment integrity or function of essential equipment. '
