We have received your letter of September 30 regarding your interest in the the Department of State's Coastal Zone Management consistency determination relating to the proposed shipments of plutonium from the United Kingdom or France to Japan through the Pacific Ocean.

While the Nuclear Regulatory Commission was consulted by State in preparing its consistency determination, it is not the cognizant agency for responding to your request.

We have been informed that State is planning to provide a response to your request.
