The U. S. Iluclear Regulatory Concnission (the Loa. mission) has issued Amendment l'o. 27 to Provisional Operating License Mr. DPR-22, issued to Morthern States Po,ier Company (the licensee), which revised Technic al Specifications for operation of the l',onticello Nuclear Generating Plant (the facility) located in Wright County, liinnesota. The cuandmont is effective as of its date of issucnce.

The cmend :nt modified the existing !'onticello Tuchnical Specifi-cations to incorporate reduced t',aximt.m /verage Planar Lineer heat Generating Rate (MAPLH3R) limits at reduced core flow. Those char.ges core in response to revised General Electric analyses t:hich had been acknculedged

! by the licensee and acted upon voluntarily.

The filing by the licensee complies with the st;ndards and requirements of the Atomic Energy Act of 1954, as amended (the Act),

and the Commission's rules and rcoulctions. The Cen. mission hes mde approprinto findings as required by he Att cr.d the CcMission's rules and regulations in 10 CFR Chapter 1, which are set forth in the license caendment. Prior public notice of this cmendment was not required since the amenda3at does not involve a sienificant hazards ccasideration.

- 2-The Conciission has determined that the issuance of this ameadment will not result in any significant environmental iupact and that pursuant to 10 CFR 551.5(d)(4) an environmental inpact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this emendment. l For further details with respect to this action, see (1) the licensee's filing dated !!ovember 15,1976,(2) General Electric Company's letters dated August T.4, 1976, and !-!ovember 4,1970,(3) Amendment No -27 -
