This refers to the special safety inspection conducted by D. E. Jones of this

office from October 27, 1992 through January 8, 1993. lhe inspection included

a review of activities authorized for your Zion fluclear Generating Station,

Unit 1. At the conclusion of the inspection, the findings were discussed with

those members of your staff ident'fied in the enclosed report.

The enclosed copy of our inspection report identifies areas examined during

the inspect lon. Within these areas, the inspection consisted of a selective

examination nf procedure and representative records, observations, and

During this inspection, certain of your activities appearedintoaddition

written response, an enforcement conference will be conducted to discuss the

violation, your corrective actions, and the occurrences of personnel errors at

Zion. personnel error events in which we are particularly interested include

the following: foreign object damage to the 1A AFW pump, Unit 2 AfW support

damage, ILRT valve lineup errors, and an inadvertent steam dump isolation.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

public Document Room.
