This MOU is strictly for NRC and DOE internal management purposes. This MOU is not legally enforceable and shall not be construed to create any legal obligation on the part of either the NRC or DOE. In addition, this MOU shall not be construed to provide a private right of action for or by any person or entity.
VI. Severability If any provision of this MOU or the application of any provision to any person or circumstances is or becomes invalid, the remainder of this MOU and the application of such provisions to other persons or circumstances shall not be affected.
