Dear Mr. Congel:
Enclosed is a copy of the final exercise report for the October 16, 1991, full-participation plume pathway exercise of the offsite radiological emergency response plans, site-specific to the Susquehanna Steam Electric Station.
The Commonwealth of Pennsylvania; risk jurisdictions of Columbia and Luzerne Counties and 27 municipalities; and support jurisdictions of Lackawanna, Lycoming, Montour, Northumberland, Schuylkill, and Wyoming Counties participated in the exercise.
The exercise report was prepared by the Federal Emergency Management Agency's (FEMA)
Region III staff.
A copy of the report will be forwarded to the Commonwealth of Pennsylvania by the Region III staff.
One Deficiency was identified during this exercise.
The Deficiency resulted from Luzerne County's failure to provide adequate information in the emergency broadcast system message regarding the protective action order to evacuate issued by the Governor of Pennsylvania.
This Deficiency was corrected via a remedial drill held on December 9, 1991.
Thirty-one Areas Requiring Corrective Action (ARCA) were identified during the exercise.
FEMA's Region III staff will monitor the status of corrective actions relative to these ARCAs.
Based on the results of the October 16, 1991, exercise and the results of the December 9, 1991, remedial exercise, the offsite radiological emergency preparedness for the Susquehanna Steam Electric Station is adequate to provide reasonable assurance that appropriate-measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.
