f MONTICELLO NUCLEAR GENERATING Pl/d:T Docket No. 50-263 License No. DPR-22 Request for D: tension of Revised ECCC. Evaluaticr, on January 9, 1975, an Order for Modification of License Dpn-22 was published in the Federal Regirter.

It required in part, a reevaluation of the llonticello ECCS perfonnance accompanied by appropriate proposed changes to the Technical Specifications or license amendments.

We have recently been informed by the General Electric Company, whom vc have contracted to perform the evaluation, that they are unabic to meet earlier cotunittments in cortpleting the evaluation.

The a ttached affidavit indicates that they cannot provide the evaluation until June 26, 1975.

In a previous similar situtation, an August 5,1974 Order by the Cormnissien stated that ud cause was shown in support of an c:: tension to a date 35 days, af ter we rr ccived infonnation f rom the vender.

In accordance with this same criteria, we respectfully request an extension for sub:nittal of cur ECCS cvaluation from July 9 to July 31, 1975.

I am Manager of Emergency Core Cooling Systems Engineering of the Boiling Water Reactor Systems Department of the General Electric Company.

My business address is 175 Curtner Avenue, San Jose, Cali-fornia 95125.

One of my responsibilities is the analysis of the response of boiling water reactor (BWR) systems to postulated loss-of-coolant accidents (LOCA) in order to demonstrate that the emergency core cooling systems (ECCS) of thoco reactors conform to applicable USNRC acceptance criteria.

This responsibility includes analysis of the Mer.ticello reactor.

In a May 2, 1975 letter from R.

Mayer of Northern States Power, General F.lectric advised that it would not be possible to meet the original June 1, 1975 commitment for completion of the analysis of Monticello in conformance with 10CPR50 Appendix K.

The new commitment date for completion was June 13, 1975.

Thic extension of the schedule was unavoidable, principally as a result of a USNRC decision in April requiring addi-tional analyses to be performed to show conformance of each reactor to the provisions of 10CFR50.46.

This decision required a substantial rearrangement of schedules for all projects, particularly with respect to the increased calcu-letional work load associated with very detailed " lead-plant" analyset of representative reactors of the BWR/3, BWR/4, nodified UWR/4, BWR/5, and BWR/6 classes.

W. Nelson of General Electric to M.

Voth of Northern Statec power, General Electric advised that it would not be possible to i

meet the revised June 13, 1975 commitment.

The new commit-1 n.cnt date for completion of the analysis was June 24, 1975.

This extension of the schedule was unavoidable, principally because of ECCS conformance calculations required to sup-port opera tion of several BWR/4 reactors which encountered channel wear problems.

The proposed temporary modification j

of these reactors involves plugging of the leakage augmenta-tion holes in the core support plate.

This modification effects a substantial change to the ECCS performance.

New 1

ECCS analyses were required to support the customers' efforts to gain USNRC and foreign regulatory agency accep-tance of the modification and to permit operation of these reactors at high power during the summer of 1975.

It is my belief that General Electric will complete the j

10CFR50 Appendix K conformance analysis of Monticello on June 24, 1975.

This schedule will permit transmittal of the licensing package to Northern States Power by June 26, 1975.
