NRC inspections of broad scope medical and academic byproduct materials licensees have recently identified, with a disturbing increase in frequency, significant programmatic deficiencies that warranted imposition of. Civil Penalties and Orders Modifying Licenses. In January 1985, we sent the enclosed

-letter to many broad scope byproduct materials licensees. That letter described an NRC plan to hold two one-day meetings in '985 to discuss our concerns relative to these problems. As the result of responses received _to that letter,' we have now completed plans for such a meeting. However, travel money restrictions imposed on the NRC will prevent us from holding more than one meeting at this time.

NRC Region I has scheduled a one-day meeting for April 19, 1985 to discuss recent inspection experiences at broad scope licensees and our view of the unique authorities and responsibilities granted by the NRC to these licensees.

Since 'your institution is licensed for a broad scope byproduct materials pro-gram, we extend this invitation to your senior management and your radiation safety officer to attend this meeting. Attendees should, gain valuable insight into NRC licensing, inspection and enforcement processes, typical violations that could be easily prevented, and the minimum standards of performance we expect of broad scope licensees. These discussions will focus on management's role in, and responsibility for, implementing radiation safety programs. We encourage licensee representatives at the meeting to present their views and to describe their experiences in managing a broad scope licensed program. An opportunity for attendees to raise questions or make statements will be provided.

The meeting will be held at the Best Western Airport Inn, Industrial Highway, Philadelphia, Pennsylvania (next to the arriving terminal). There will be no fee for this meeting. An agenda is enclosed for your further information. Our review of NRC licensee enforcement history over the past two years has identified an anomalous increase in the number of civil penalties and Orders Modifying Licenses imposed upon broad scope medical and academic licensees.

These enforcement actions have resulted from serious radiation safety viola-tions identified during NRC inspections or investigations. These violations have included exposures to personnel in excess of regulatory limits and their occurrence frequently reflected pervasive dysfunction of the radiation safety program. The root causes in many of these cases appeared to be managentent's lack of knowledge of the program and their lack of involvement in assuring safe operations and compliance with NRC requirements. Frequently, senior management failed to support the Radiation Safety Officer and/or the Radiation Safety Committee and failed to clearly establish and communicate expected levels of performance regarding adherence to radiation safety requirements.

In an effort to reverse this apparent trend, NRC Region I is planning to hold two one-day meetings early in 1985 to present a summary of our concerns to the senior management and radiation safety officers of institutions possessing broad scope licenses. During these meetings, we plan to discuss recent inspection experiences and our view of the unique authorities and responsi-bilities granted by the NRC to these licensees. Since your institution l 1s licensed for a broad scope byproduct materials program, we extend this invitation to your cognizant senior management and your radiation safety officer to attend one of these meetings. Attendees should gain valuable insight into NRC licensing, inspection and enforcement processes, typical violations that could be easily prevented, and the minimum standards of performance we expect of broad scope licensees. These discussions will focu:

A reply to this letter is not required for attendance at the meeting, but your input would help us make the meeting interesting and useful to both radiation safety officers and senior licensee management. The specific dates of the meetings have not yet been finalized, but our present plans are to hold meetings in both the Philadelphia and Boston areas. We will notify you when the final schedule and arrangements have been determined.
