Amendment flo. 28 to Provisional Operating License No. DPR-22, issued to Northern States Power Company (the licensee), which revised Technical Specifications for operation of the Monticello Nuclear Generating Plant (the facility) located in llright County, Minnesota. The amendment is effective as of its date of isse'ince.

The amendment modified the existing Monticello Technical Specifi-cations to incorporate minimum qualifications for the Radiation Protection

supervisor, in response to the NRC letter of March 15, 1977. The

! minimum qualifications are more stringent than those of the previous specification and are those set forth in Regulatory Guide 1.8 -

l " Personnel Selection end Training".

The application for the amendment complies with the standards and-

requirements of the Atomic Energy Act of 1954, as amended (the Act), and i

the Commission's rules and regulations. The Compission has made appropriate j findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.

l The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative

- declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
