While I have not read the most recent report made by

Dr. Ernest C. Tsivoglou, consultant to the Minnesota i
pol 1ution Contrc,1 Agency, rebuthing the objections of

the Northern States Power Company to the PCA criteria for the Monticello plant, I was impressed with press I
comments on it, i
I was particularly icipressed with Dr. Tsivoglou's observation that simple storage of offgases for limited periods of time and their containment would very greatly facilitate NSP's compliance with the PCA permit limit of 0.01 curies per second.
Dr. Tsivoglou stated a
that the AEC's linit of 0.48 curies per second is b-
"unrecsonably high" and "is tantamount, on the part of l
the NSP, to demanding a ' blank check' for radioactive
[,
releases to the environment."

1, of course, have previously expressed my deep concern about the safety of nuclear plants in Minnesota and therefore hope that the PCA's limits will be accepted 17 the AEC without further controversy and unnecessary litigation.
I would especially be interested in seeing the PCA offgas limit accepted.
