Dear Dr. Davis:

I am writing to confirm our visit to Brookhaven on January 18, 1984..

Mr. Davis Hurt and I will accompany Dr. Person.

In addition to i

Dr. Person's programmatic intenests. I wish to cover three topics, viz.,1) the disposal area at West Valley,2) solidification processing and product at West Valley, and 3) low-level waste forms from the Union Carbide facility in Tuxedo New York.

The principal reason for our visit is to determine the Laboratory's capabilities On on disposal area issues, particularly geohydrology and geochemistry.

November 30, 1983, the U.S. Geological Survey discovered solvent in a monitoring well used for research work near the facility disposal area (as distinct from the so-called comercial burial ground licensed by the State of New York).

The discovery indicated a ground water flow regime in contradiction to prev %us Our particular interests are: 1) the effect of kerosene and/or theories.

tributy1 phosphate on clays, 2) flow regimes at weathered-unweathered interfaces in clays, 3) appropriate methods for dettmining ground water saturation and flow in tight clays. 4) the usefulness of computer or other modelling of ground water flow, and 5) the interaction of ground water, soils and buried wastes on waste confinement.

In addition to the above, if time is available. I would like to have a short discussion with~ appropriate personnel on: 1) the solidification product at West Valley with respect to crystallinity determination and its effect on pmduct suitability for disposalg add-2) the development (by the licensee) of a suitable technical specification to " guarantee" a low-level waste form meeting the provisions of 10 CFR Part 61.
