Dear Mr. Stoiber:

Enclosed please find a license application from~Nissho iwai America Corporation for the export to Japan of various specially designed and prepared components, valued at $1,103,160, for testing purposes and/or use in the MONJU prototype fast breeder reactor project which is presently being prepared for construction by Japan's Power Reactor and Nuclear Fuel Development Corporation (PNC).

It is noted that these components are being supplied by DOE and were originally intended for use in the Clinch River Fast Breeder Reactor Project which has been cancelled. According to the attached January 16, 1985 letter from DOE to Nissho-Iwai, these parts are being made available to Japan on a mutually agreeable basis at no cost in exchange for operating and testing data on them.

The letter also states that a prompt transfer of these items to Japan will-greatly assist-DOE's overall termination effort of the Clinch River Project.

Nissho-Iwai also has expressed urgency in obtaining the export license.

If further information concerning the urgency is received,'it will be forwarded to you as quickly as possible.

Before taking action on this license application, we would appreciate your views, in accordance with established procedures, as to whether the proposed export meets the applicable criteria in the Atomic Energy-Act--a amended by the Nuclear Nonproliferation Act of 1978.
