Dear Chairman Lazo:

I am writing to communicate to you the substance-of an agreement concerning the above-entitled natter which has been negotiated among, and mutually acceded to, by all parties.

I further seek to obtain your favorable consideration of that agreement on behalf of all parties.-

As you will recall, at the prehearing conference in this matter held in St. Paul on March 28, I communicated to the Board the concerns of the Minnesota Pollution Control Agency (MPCA), as to its ability to meet the prehearing schedule there approved, if it later developed that the Prairie Island operating licensing proceeding were to create conflicts.

The applicant, the- Commission regulatory staf f, the MPCA,-

and Mr. Gadler are-identical--parties'in both proceedings, and concurrent proceedings would simply present an insurmountable barrier to meaningful participation therein by the latter two parties.

A:special prehearing conference has been set for April 25 in-the Prairie Island matter.- Discussions -among the parties

-have disclosed.that the-. applicant is-interested in expediting the -Prairie Island matter for a variety of' reasons, and the 1'-'Y-'

Acco rdingly , following extensive discussions ar ing the parties, it has been agreed among all parties in bod._ proceedings that the Monticello proceeding be deferrea until af ter the Prairie Island hearing process has been completed, and that request for such de-ferral be made to die Atomic Safety and Licensing Board.

This procedure would mean that the hearing schedule for Monticello would have to be held in abeyanco and readjusted at some future time.

In view of the mutual agreement of the parties as to this procedure, and the f act that apparently no party views its interests as being prejudiced thereby, I respectfully submit the same to the Board for its considered evaluation and, hopefully, r* *.imate approval thereof.
