During the course of Reactor Systems Branch review of the subject change, it was indicated to FPC that the staff would prefer the relief requested on the attached page to be worded "... in Mode 3.", rather than the proposed "... prior to Mode 2."

This request was apparently based on perceived improvements in clarity and/or enforceability.
