This program was titled " Nuclear Safety Research" in the FY 1993 President's Budget and included work related to NRC's re-tor, nuclear material, and low-level radioactive waste-regulatory p

cams.

This comparability adjustment shows how the program has been restructured to move the work related to nuclear material and low level waste to

" Nuclear Materials Low-Level Waste Safety and Safeguards Regulation" thereby leaving only " Reactor Safety Research".

2f This program was titled "Special and Independent Reviews, Investigations, and Enforcement" in the FY 1993 President's Budget and i

included work related to NRC's reactor, nuclear material, and low-level radioactive waste regulatory programs.

This comparability adjustment shows how the program has been restructured to move the work related to j

nuclear material and low-level waste to " Nuclear Materials Low-Level l

Waste Safety and Safeguards Regulation" thereby leaving only " Reactor

{

Special and Independent Reviews, Investigations, and Enforcement",

i y

This comparability adjustment shows that work associated'with Nuclear Materials Management and Safeguards System (NMMSS) has been moved from

" Nuclear Safety Management and. Support" to " Nuclear Materials and Low-level Wastc Safety and-Safeguards Regulation",

j-4f These changes are discussed on the following page.

y This is the total of the NRC's FY 1993 appropriations.

i APPROPRIATION REDUCTION l

i The FY 1993 Energy and Water Development Appropriations Act (P.L. 102-377)

{

appropriated $540 million to the NRC.

This is $10 million below the i

President's budget request.

The reduction applies to the NRC's Salaries and i

Expenses Appropriation for programs not appropriated from the Nuclear Waste

{

Fund.

The following programs were affected by the reduction:

Reactor Safety Research

$-7.100,000 l

There is no program impact expected because there is adequate forward funding from the prior year to continue the affected research projects or because the i

work originally planned is no longer required, in the latter case, the NRC review of industry's methods-for evaluating organizational factors indicates i

no additional research needed, and NRC will assess adequacy of the Nuclear Management and Resources Council's plan on human factors in severe accident

1 management before deciding on further research, l

Nuclear Material and low-level Waste Safety and Safeauards Reaulation

$-900,000 j

There is no program impact expected because there is adequate forward funding j

from the prior year to continue the affected-research projects, t

Nuclear Safety Management and Support

$-2.000,000 i

NRC's FY 1993 estimates for rental charges and change-of-station cost have been revised downward to reflect NRC's recent success in its rent appeal to L

GSA and to reflect more recent experience with change-of-station cost.
