Dear Mr. Crowe:

t In several telephone conversations, subsequent to the submittal of the above referenced letter, Mr. N. Ketzlach of your staff requested Mr. R. E. Sheeran of my organization to supply additional information regarding the appointment of Mr. J. F. Gibbons to the position of General Manager, Nuclear Fuel Manufacturing.

In answer to these requests, we would like to make you aware of the following:

- While employed at the Westinghouse Atomic Power Division, Mr. Gibbons attended the Bettis Plant Reactor Engineering Course which included: Reactor Theory, Buckling Equations, Diffusion Theory, Particle Physics, Effects of Ionizing Radiation Health Physics, Nuclear Instrumentation, and Radiation Shielding.

- While employed at General Nuclear Engineering Corporation, s

Mr. Gibbons was one of three members of a reactor safety g review committee for the Bonus Reactor. During this two year ssignment the committee reviewed:

Mr. Gibbons _was. responsible _for setting up and operating a controlled area for handling uranium oxide materials.- This assignment required Mr. Gibbons to: Design the air handling and purification system for the area; develop methods for handling the. uranium oxide material-in the area; develop.

methods-for' protecting: personnel who worked in the area, including

. access control'to.the. area, special work clothing, its handling /

-disposal, and radiation monitoring of the area with appropriate monitoring equipment; preparation and implementation of account-ability procedures to control the SNM entering and leaving the area; implementation of nuclear: safety procedures to control the handling / storage of SNM material in the area.

- While employed at Combustion Engineering, Mr. Gibbons was directly responsible for the design'of reactor fuel over a nine year period.

Both Mr. Gibbons and his design organization staff workod closely with the staff of the fuel fabrication facility.

Mr. Gibbons became intimately acquainted with:

SNM fabrication procedures and techniques;-nuclear safety of SNM contained within the Building 17' fuel fabrication facility; shipping of SNM material contained'in fuel bundle assemblies to various reactor sites throughout;the country.

- While employed at Combustion Engineering,-Mr. Gibbons was the Project Manager for the Maine Yankee Power Project.

In this capacity Mr. Gibbons was responsible for.the technical and administrative direction of the NSSS system ordered by Maine i.

Yankee from Combustion Engineering.

Mr. Gibbons' duties involved:

The overall direction of the project; design, procurement, and installation'f the reactor vessel, reactor internals, nuclear o

fuel, and rod drives; and startup of the NSSS system.-

- 'While employed at Combustion Engineering, Mr. Gibbons was assigned as CE Site Manager at the St. Lucie Nuclear Power Plant.

In this capacity Mr. Gibbons was required to be trained in health physics and radiation safety, and pass an examination administered by

.Plorida Power in these disciplines.

As you'know,'the minimum qualifications for the. General Manager, Nuclear

-Fuel Manufacturing are ".... a-bachelors degree in one of the. sciences lor! engineering..and five years experience in nuclear fuel fabrication-

' facilities.-

In addition, at1 east three years experience is required 1

as well as an understanding of the nuclear criticality safety, health

. physics, industrial safety....". As~noted in the referenced submittal, Mr. Gibbons has' extensive formal training as a professional engineer.

In. addition, Mr. Gibbons experience at-Westinghouse,-General Nuclear

- Engineering Corporation,'and Combustion Engineering over a time span-of 35_ years has given him extensiv'e training in all aspects of the nuclear business, including nuclear fuel fabrication.
