Dear Mr. Themelis:
RE Browning On November 26, 1984, I sent you a letter providing conditional concurrence in the Remedial Action Plan for the site at Clive, Utah. The only remaining conditional issue addressed in that letter concerns the NRC-DOE agreement on the size of the rock to be used for the erosion protection cover. The staff.
has now completed its evaluation of the erosion protection design that is detailed in the State of Utah (RAC) Project Manual and Construction Drawings dated November 1984, i.e. an 18-inch layer of rock with a mean diameter of 1.5 -
inches on the top, and an 18-inch layer of rock with a mean diameter of 4.5 inches on the side slopes. Based on the results of this independent evaluation, the staff concludes that the previously open issue has been resolved, and that an adequate design has been provided by DOE and the State of Utah to reasonably assure hydraulic stability at South Clive for a period of time consistent with the EPA standard.
Regarding another aspect of our review of the Salt Lake City project, I indicated in a letter to you dated March 28, 1985, that our review of construction specifications and quality control remains open. Dan Gillen of my staff met with Mark Day and other State of Utah personnel on April 18, 1985 to discuss this issue. Mark Day indicated that Utah will submit their quality control document to DOE sc,metime in May or June. He further indicated that the document will include information on the construction testing program, and will propose modifications to the Remedial Action Plan (RAP) regarding the rock absorption specification and the tailings placement moisture content requirements. Following D0E's review and transmittal of this document to the NRC, we will review it as necessary to be able to provide DOE with the required concurrences to remedial action performance and appropriate modifications to the RAP.
