USNRC Inspection No. 85 Maine Yankee Security Training Finding Gentlemen:

The purpose of'this letter is to provide additional information regarding concerns raised by USNRC Inspector Mr. R. Bailey during his review of Maine Yankee's Security qualification records.

The Security Contractor utilized by Maine Yankee provides his own training instructor who trains to the Maine Yankee Security Training and Qualification Plan. The training officer develops, administers, and grades qualification examinations.

The contractor examinations often include subjective type questions.

The examination grading key includes the specific wording the instructor sets forth for his answer, but it is not expected that the examinees answers be worded exactly like the training officer's grading key. When a difference in wording occurs, the training officer judges the acceptability of the answer and assigns a score based on his judgment.

Example:

Question:

What is the purpose of a security alert?

Grading Key Answer:

"To place on-duty security forces in an increased state of readiness".

"So that guard force will be in an extra awareness mode".

"To bring everyone to a state of readiness".

In all cases, the training officer must judge whether or not the examinee's answer is acceptable.

In the course of the inspection, the adequacy of the judgment of the training officer in assigning credit for examination scores was questioned because a few questions appeared to have been graded too liberally.

All tests relating to the current qualification of all forty seven security force personnel currently active were immediately pulled and regraded.

The Maine Yankee Security Director personally directed the regrading and personally judged all matters of answer acceptability and credit assignment. Mr. Bailey agreed that the regrading action being conducted was an acceptable process.

A more critical grading formula was used during the regrading process resulting in grades being reduced an average of 5.3 points out of 100. With this reduction, exam scores for forty five Security personnel remained above the established acceptance criteria.

Using the new grading formula the scores for two persons were below the acceptance criteria in one portion of the four part examination. One person who happened to be on duty at the time, was retested immediately and received a.91.6 test score.

The second person will be retested when coming on shift on May 2, 1985, and must pass the examination prior to assuming any security duties.

Maine Yankee is taking the following additional corrective actions:

1.

Maine Yankee will review and revise the Security Qualification tests to limit use of subjective questions.

2.

Maine Yankee will review and revise the Security Qualification test grading keys to establish a more definite rating criteria.

These actions will be ccmpleted by May 17, 1985.

To prevent reoccurrence the Maine Yankee Security Supervisor will review testing material, procedures and training documentation quarterly and provide a report of the results of his review to the Maine Yankee Security Director.
