DUQUESNE LIGHT COMPANY Beaver Valley Power Station Unit No. 2 RESPONSE TO GENERIC LETTER 85-02 STAFF RECOMMENDED ACTIONS AND REVIEW GUIDELINES STEMMING FROM NRC INTEGRATED PROGRAM FOR THE RESOLUTION OF UNRESOLVED SAFETY ISSUES REGARDING STEAM GENERATOR TUBE INTEGRITY 1.a. PREVENTION AND DETECTION OF LOOSE PARTS (INSPECTIONS)

The BVPS-2 inspection program for detection of loose parts  ;

after commencement of operations will be similar to the i l program described in ~ Duquesne Light Company's submittal for BVPS-1, dated June 14, 1985, Prior to hydrostatic testing of steam generators the BVPS-2 project plans to use the Westinghouse Foreign Object Search And Retrieval (FOSAR) Program to ensure that steam generators i containing loose parts are not placed in service.

1.b. PREVENTION AND DETECTION OF LOOSE PARTS'(QUALITY ASSURANCE)

The DLC operations phase QA program will be implemented for BVPS-2, 90 days prior to fuel load. This will provide controls similar to those described in DLC's BVPS-1 response, dated June 14, 1985. During the planned J-tube modification, the Westinghouse " Control Program", with appropriate OC surveillance, is expected to preclude the introduction of loose parts.

d 2.a. INSERVICE INSPECTION PROGRAM (FULL LENGTH TUBE INSPECTION) ,

The BVPS-2 Pre-Service Inspection program will include multi-frequency eddy current inspection over the full length of all steam generator tubes. After the commencement of BVPS-2 operation the ISI program will be-similar to that described in the BVPS-1 response, dated June 14, 1985.

2b. INSERVICE INSPECTION PROGRAM (INSPECTION INTERVAL)

The MVPS-2 Technical Specifications will contain inspection interval requirements similar to those described in the BVPS-1 response, date'd June 14, 1985.

3.a. SECONDARY WATER CHEMISTRY PROGRAM i, DLC currently plans to maintain secondary chemistry through an all volatile' program similar to that used by BVPS-1.

.i The BVPS-1 exception to the EPRI "PWR Secondary Water Chemistry Guidelines" does not apply to BVPS-2 which is equipped with a full flow condens' ate polishing system.

3.b. CONDENSER INSERVICE INSP,ECTION PRO RAM The DLC position on Condenser ISI submitted by BVPS-1 on June 14, 1985 reflects current BVPS-2 plans for this area.

4. PRIMARY TO SECONDARY LEAKAGE LIMIT The BVPS-2 Technical Specification limits for primary to secondary leakage are equivalent to the Rev. 4 Standard Technical Specification limits (and to the BVPS-1 limits).

5. COOLANT IODINE ACTIVITY The BVPS-2 coolant iodine activity limit technical specification matches the respective BVPS-1 specification.

These specifications are equivalent to the Rev. 4 Standard Technical Specifications except as described in DLC's BVPS-1 response, dated June 14, 1985.

6. SAFETY INJECTION SIGNAL RESET Like BVPS-1, BVPS-2 incorporates an ECCS design which immediately provides water from the RWST to the high head safety injection (HHSI) pumps on receipt of a safety injection signal. Therefore, the concern relating to

. automatic switchover of HHSI pump suction to the RWST does not apply to the BVPS-2 design.

CATEGORY C-2 STEAM GENERATOR TUBE INSPECTIONS The T *.C policy ralating to category C-2 tube inspections has been described in the BVPS-1 response to GNLR 85-02.
