SUIMECT: COh1BINED NRC INSPECTION NOS. 50 289/92-21 AND 50-320/92-15
A safety inspection of the radiological controls program at your facility was conducted by
hir. David Chawaga and hir. Joseph Nick during the period December 7 to 11,1992. The
findings of the inspection were discussed with members of your staff during the exit meeting
on December 11,1992.
Areas reviewed during the inspection were important to health and safety and are discussed
in the enclosed inspection report. These areas included review of: postings and other
controls observed during facility tours, reactor building entry during power operation,
ALARA, organization and staffing, survey of materials leaving the RCA, radiological
information available to workers, radiological incidence and personnel contamination reports
and access control to lower elevations in the Unit 11 Reactor Building.
Good performance was noted in many areas throughout the inspection. The radiological
controls organization was well staffed with competent individuals. Radiation safety
information was effectively communicated to phnt workers. Areas toured during the
inspection were generally well posted and controlled.
Within the scope of this inspection, one violation of NRC regulations was identified for
failure to barricade an entrance to a high radiation area. This violation will not be subject to
enforcement action due to the isolated nature of the occurrence and because the licensee's
efforts in correcting the violation meet the criteria specified in Section V.A. of the
